The only takeaway I am getting from it is that the RFL can't force Salford's hand unless they fail to meet their payroll. The sustainability cap just reads like a symbolic gesture. I'm starting to wonder if it can even legally be enforced. What would actually happen if Salford decided to go full strength against Saints in the opening round?

The others on the list have potential but agree if they don’t want to be here/commit maybe best to move them on early.
