it needs clearing up what/when they can goto the pitch to give out water/insrtructions

The rules are already in place, they just need enforcing.

Which would need a ref with far more about him than Ian Smith.

The stupid thing is that Ian Smith explained the rule on Radio Manchester last Thursday.
