To my knowledge......the contract is that they have to visit every ground at least twice a season. That takes up 14 of the 54 regular season (excluding magic weekend) matches they cover. Generally they get that quota done and dusted from their initial picks when the fixtures are first released (February to mid May), which is why you get some seemingly odd choices early in the season.
As for the cup quarters - BBC had 1st and 3rd pick and Sky 2nd and 4th pick. Because they didn't want to go to the expense of televising the Catalan game they, in my view, ended up with a raw deal on 2nd choice (which ended up being your game at Hudds). Sky had the right to default on the 4th pick and have chosen to do so for reasons of cost I understand. Probably because it was due to be on Sky Sports 4 and the ratings wouldn't have been good on that channel, compared to if it was on Sky Sports 1 or 2.
