It's all too easy to cast unsubstantiated views on RT, he has a difficult job to do, even though some people think they can do a better job.
At the end of the day he (RT) works for the club/board, I suspect any decision he makes will be in their best interest and in some case in conjunction with them. I would guess therefore any substantial spend which JR is likely to cost will require their sign off and I would expect RT would need to write a suitable business case outlining the pro's and con's and a recommendation which would apply a number of clauses to protect the club.
It should be noted a contract has TWO parties in it and the player with the aid of his agent/lawyers will want certain clauses too. So any contract will be a compromise for both parties, but apparently I live with my head in the sand to suggest he would seek to apply clauses, such as appearances to compensation for his services
