No we couldn't sign him as we don't have space on our non-fed list.
Due to EU law lots if overseas players cannot be stuck on a quota.
If you have a European parent or you are from a Kolpack nation then you are free to work/play in the UK.

The non-fed list was brought in as a means to try and make a self regulating way to reduce the numbers.
Putting it basically UK teams are allowed 5 squad members that are not trained in the UK.
Catalans can only have 5 that are not trained in France as well.

It really is very, very simple.
Quota=Do they have a right to work/live here(Due to EU law).
Non-Fed=Were they TRAINED here.

Ignore the quota list as it is easy to get past if you have an EU passport or if you have been here long enough to claim residency.

I maybe totally off the mark, but I was reading through the RFL website the other day (i'm great at parties) and the only rules over fed/non fed/quota rules I could see were over passports and eligibility to work in the uk.

They maybe somewhere else, rules have gone from the sl website.

Just had a glance and I think it is confusing because the quota rule is in section C (Personnel) and the fed and club-trained rule is in B (Competitions).
