On the quota list [uonly[/u (here for 2008, so fed-trained dispensation): Webster and Galea (2). 2+3=5, so our quota list is full - that is why we needed to get Mason off quota with a Tongan passport.
On the non-fed list [uonly[/u: 0. This is players like Sam Moa, Lauaki and, we'd hoped, Mason. Cotonou passport, but non-fed and not here for the start of the 2008 season. 0+3= 3. Would have been 4 if Mason had got his passport.
On neither list: Vella (2008 and Maltese), Newton (2008 and UK), Fisher (2008 and UK), Lovegrove (2008 and UK - actually [iclub[/i-trained, which required an RFL dispensation because he wasn't here for the whole of 2007).
For Hull:
On both lists: Phelps, O'Meley, Fitzgibbon (3).
Quota only: Obst (in SL for 2008, but Australian). 1+3=4. You have a quota spot spare.
Non-fed only: Tongans not here for 2008 - Moa and Lauaki. 2+3=5. MacKinnon will be non-fed, even if he's off-quota, so somebody will have to make way.
Neither list: Manu - Tongan, so not quota and here for 2008, so fed-trained dispensation.'"
Cheers mate, that's how I understood things, but was overcompicating (or missing the point) re exempt players. It's that Pesky Galea's fault all of this!

Does that mean that any overseas player who played here prior 2008 but then went home can now come back and be quota exempt? Cant see that to be honest.

I think i remember Quins releasing Rinaldi due to quota restrictions prior to the 2008 ruling. When the ruling was put into place the RFL wouldnt allow Rinaldi to take advantage of it because he had broken service. Might be wrong and things may have changed since. To be fair there have been that many exemptions since then pretty much anything goes.

He has a UK passport (family from Swindon iirc - my word, these rules have turned me into a borderline stalker ) so isn't quota either. He should be fed-exempt and non-quota - in fact he has a dispensation and counts as [iclub[/i-trained. He only just needed the dispensation - if he'd been a few months younger or joined a few months earlier, he'd have qualified on the rules as they then stood (or there may have been a retcon, I forget).

No, [uI think[/u if they cease to be registered with a RFL club for a time, they can't return with fed-exempt status.
For Hull I think we can ignore quota, for simplicity.
Non-fed for 2012: McKinnon, Heremaia, O'Meley (assuming he takes his option).
Non-fed but ooc - Moa, Lauaki, Fitzgibbon, Phelps. A maximum of 2 of these can be retained.
(Neither Manu Obst or Manu are non-fed).

I know them as well as anyone I guess. Not sure that makes me any kind of authority on them, mind - the RFL seem to make up their interpretation of them to suit whatever outcome they fancy.
When the pre-2008 exemption was first introduced it was only for players who were signing a new contract at their existing club and they had to apply before the end of the last year of their current contract. This was then changed so that they could sign for [iany[/i club and the exemption followed them for the rest of their career. They still had to apply in the final year of their existing contract though. Then it seemingly changed again so that you could apply before the final year of your contract if you signed an extension to that contract - the first example of this that I'm aware of was Manu. He had a year left on his existing contract when he signed an extension but was still allowed to apply for and be granted the exemption.
If we rely on the rules as applied so far then unless AH applied for and was granted the exemption before he left the UK game then he shouldn't be able to get it now and should count as Non-Fed. Not sure I'd bet against some kind of 'special dispensation' applying though - seems to be all the rage.
What age was he when he started playing over here? That could be a factor if he was very young.

Seems most likely. A forward, you'd assume - or if nobody suitable is available give Lauaki another season/persuade CF to do one last year.
