That was a gateway project funded from the old Government urban renewal fund and part of the bigger West Hull Woodcock Street demolition and renewal programme the work that you see done now in West Park was totally funded by the government but the coalition pulled the plug and would not allow projects that had been started to be finished. At present as the lighting columns that were removed have not been replaced the SMC are providing portable lighting across West park for night games. Its a real mess but it s hard to find out what the cost of the West park project was as its tighed in with the rest of central Gov funding. Best I can do I am affraid.
