Both as bad in my eyes. Tomkins was frustrated and did the same as what Cahill did - rush of blood! Tomkins intended to hurt whereas Cahill primarily tryed to stop Burrow returning the ball 30 yards knowing Burrow is lethal in broken play, luckily the kick didn't hit the ribs.
I recall Senior kicked out too not so long ago causing injury, fair enough kick out level but not with raise feet, for me actually kicking players of any kind doesn't belong in RL.
