Its down to funding old boy. The RFL get bags of dosh from our Benefit cheats otherwise known as the Government. They get more money to spend in developing area's, and as a result love to associate themselves with new teams, thus creating a job for themselves in the bargain.
I agree with everything you wrote, but at the end of the day you would make more sense fixing a deep fried crusty dog turd to your forehead with super glue than making the RFL do something constructive in the heartland.
