Maybe a major nation/minor nation non-swapping rule. I wouldn't want the next Kieron Cunningham declining to represent Wales in his early years so that he can remain eligible for England. Not sure what impact it would have on some of the Island Nations/New Zealand also. edit - didn't realise Cunningham isn't really Welsh, bad example.
I wouldn't want them to inadvertently make a rule that discouraged players from ever representing their country, that's the opposite of what we should be aiming for. All about balancing the legitimacy of the team vs the fact players will want to play the highest standard of rugby available to them at any given time in their career.
