I hope the Leigh fans protest against this because they more than anybody have stood up for the principle that promotion and relegation should be on merit not on "business reasons". This sort of thing could kill the game, what incentive is there for clubs in the league below if you kill off relegation?

That's quite possibly true and is very very sad.

No team that plays in a league that has relegation should be relegated at the cost of another ,If the RFL want to give a team like Toulouse exemption to relegation and they finish in a relegation position the team who finishes above them should not be relegated there should be no promotion .
Widnes shouldn't have been relegated when they were that was a disgrace as well.
Wigan should have been relegated and Cas reinstated when they were caught cheating the cap to avoid relegation imo !
