It’s a fair shout, and has been debated publically numerous times since the conception of Super League. Though I doubt Super League clubs would conceed the amount of control needed to police a draft or generate talent only to lose it.
Two reasons why a draft works in the NFL: a) the game is more contrived, or rather almost totally controlled, by the ruling body; b) it has an extremely strong feeder competition in the College leagues. RL doesn’t have either. A draft system would be more viable in football, but again you’d have the problem of the top clubs conceeding power.
