Can someone please explain how Wire get a penalty after Ben Westwood throws the first punch after following Webb into the Catalans line?

were niggling from the start , so not easy for any ref , blame the players and coaches , they are the ones who started it

thought silverwood lost control early on and both sets of players became frustrated.
i did think catalans were penalised a lot more easily than wire though,even though majority of penalties were penalties,i thought warrington got the rub of the green with the decisions,quite a few times les dragons were penalised for interfering,holding down etc when it was the warrington player not letting them move away.
but catalans,and elima especially let their frustrations get the better of them.
still can't beleive westwood only got away with a yellow for throwing 2 punches and also got the penalty!

The first penalty was Elima strong tackle on Evans which Westwood got involved in. Was it a penalty? Elima can make a strong tackle if Evans not tackled and wants to stay on the ground. Why is Westwood getting involved? This was the catalyst for the double sin bin and wasn't dealt with.
