That can't be right.
For example most people would rate Billy Slater, Ben Barba, Greg Inglis, Brett Stewart and Matt Bowen as "world class." But they couldn't be part of the best 17 in the world (Inglis would be shifted to centre to qualify in a top 13 or 17) because they all are full backs!
Jamal Fakir is not known outside France and the UK (except to the 2004 Kangaroos, and especially Darren Lockyer whom he sent flying backwards in a Test where he Jamal, was Man of the Match), but he was the object of interest from English Super League clubs, and I think Bradford specifically made him an offer a few years ago. However he does not want to leave France at least in part because his English is not good.
