For me i think like this :-

1. North Wales Crusaders
2. Rochdale Hornets
3. Oldham RLFC
4. Barrow Raiders
5. Newcastle Thunder
6. Keighley Cougars
7. York City Knights
8. ORL


9. Hemel Stags
10. Swinton Lions
11. Gloucestershire All Golds
12. Coventry Bears
13. London Skolars
14. South Wales Scorpions

But I have an alternative suggestion. This is the table by decreasing latitude:

York City Knights (assuming they get a ground in the city)

Swinton Lions

North Wales Crusaders
Coventry Bears
University of Gloucestershire All Golds
Hemel Stags
Oxford
South Wales Scorpions
London Skolars

Sadly, that won't be too far away from reality.
