IIRC, there was some concern about this several years back in SL when one team were using something that resembled a traffic cone, (poss. Bulls), and the RFL stated that kicking tees should be no higher than the referee's cards, which is approximately four inches in height. If the kicking tee appears to be too high, then it is up to the referee to stop the team using it.
