Someone told me most pens are given in the first 20 and the last 20.
The first 20 to stamp authority and the last 20 to even up and probably the odd one or two being put down to players getting tired.

The penalty count is usually levelish if you take note. Granted that we seem to concede in our own 20 and then receive them in the same position. OUR 20, but the count is there or there abouts.
