I thought it was a quota within the non-fed allowance? As in, up to 8 non-fed players, of which 5 can be quota. The end game was to bring the non-fed number down to the quota amount, so it would make no difference once it got to that stage.

Got no idea how that would make sense of what The Brother said though.

The problem is they all(the clubs) get together to decide how to best to tackle the issue and to be fair to the RFL they are reliant on the clubs sticking by their word as they know if a club wants to sign somebody as an extra then they more or less have to agree to it due to European law. the same way the English premiership is having problems with its 25 man squad. the only way for me for them to police it is to say you can sign as many as you want but you must play 12 English born players in your 17. even then its down to abuse due to things like the Manu/Fasavalu playing for England.
