Perhaps, but he came over to England for the 2008 season i think so at most he will be non-fed trained. Latu, if contracted, i'm guessing would be non-fed trained but with his tongan heritage he may be classed as exempt due to the length of time he's been in SL. |

Here's what the RFL's Operational Rules state -
Quote ="The RFL"C1:4 OVERSEAS PLAYERS
DEFINITION OF OVERSEAS PLAYER
C1:4:1
(a) An “overseas Player” is one who cannot produce satisfactory evidence to the RFL that he is a Professional Player in accordance with the EU Rules guaranteeing the free movement of workers and that either:
(i) he is an EU National; or
(ii) he is entitled to be lawfully employed in England as a professional rugby league player pursuant to a valid work permit and is a National of a country which is party to either an Association Agreement, Europe Agreement or the Cotonou Agreement with the EU; or
(iii) that he is a National of a country which is a current Full or Associate Member of the RLEF and has been resident in that country for four years and is a bona fide registered player who has played a minimum of five domestic league or cup games in a domestic competition in that Full or Associate Member’s country.
For the avoidance of doubt the fact that the individual holds and can produce a current passport of an EU member state or a country party to an Association Agreement, Europe Agreement or the Cotonou Agreement shall be considered satisfactory evidence of (i) or (ii) above. In order to provide satisfactory evidence for C1:4:1 (a) (iii) above the individual must hold and produce a relevant and current passport, the RLEF member must provide records and testimony as to the player’s competition record and the RLEF must certify that the information provided is correct and bona fide. The purpose of C1:4:1(a)(iii) above is to provide a performance pathway for talented players from the domestic competitions in RLEF Full or Associate Member countries and in all matters of interpretation or judgement of this rule the RFL will make decisions which are consistent with that purpose.
(b) Prior to 31st December 2002 any Player who has, and who can prove to the RFL's satisfaction to have been, resident in the EU for an aggregate of 270 days in each of the previous five years shall not be deemed an "overseas Player". For the avoidance of doubt, any exceptions previously granted under this Operational Rule shall remain in force for the remainder of the Player's career.
C1:4:2
QUOTA OF OVERSEAS PLAYERS
Each Club shall be entitled to register only the Quota of "overseas Players" in all squads set out below in each season save for those Clubs which are granted an exemption in such form as the Board shall decide:
Maximum Number of Overseas Players (2008 Onwards)
Super League 5
National League One 1
National League Two 2
For the avoidance of doubt, if any Club exceeds the Quota at any time, it shall not be entitled to replace any "overseas Player" whose contract has expired or who ceases to play for the Club for any other reason, until it complies with the relevant Quota, and it shall be guilty of misconduct. The Board shall be entitled to remove the Player from the Register as set out below.'"

Then, regards 'club trained' or 'federation trained':
Quote ="The RFL"CLUB TRAINED
B1:11A This Clause is subject to Clause B1:11C in Seasons 2008-10. At the time of notification of the Provisional First Team Squad and First Team Squad and at all times, a Club’s First Team Squad, where that Club is in Super League, must consist of:
(a) a maximum of 5 players who satisfy none of the definitions of Club Trained Players, Federation Trained Player from the Club’s own federation or Academy Junior.
(b) a minimum of 8 Club Trained Players or Academy Juniors
(c) the remainder being made up of Federation Trained Players from the Club’s own federation or Academy Juniors.
B1:11B The following definitions shall apply to Clause B1:11A above:
a) ‘Club Trained Player’: a player who has been on the Club’s register for any 3 full Seasons before the end of the Season in which he ceases to be eligible by age for Academy rugby league. For the 2008 Season only this shall be amended to 1 full Season and for the 2009 Season only this shall be amended to 2 full Seasons. For the avoidance of doubt, where a player satisfies the definition in each of the 2008 and 2009 Seasons and is on the Club’s register in both of those seasons, the Player shall retain the status of ‘Club Trained Player’ in 2010 for so long as he remains on the register of that Club but shall lose such status (unless he satisfies the full definition of 3 years) upon being removed from the club’s register and shall not regain it simply by returning to the Club’s register. Otherwise, and again for the avoidance of doubt, from the 2010 Season onwards a player must satisfy the requirement to have been on the Club’s register for 3 full Seasons before his 21st birthday in order to qualify as a ‘Club Trained Player’ and the fact that he may have qualified as a ‘Club Trained Player’ in the 2008 and/or 2009 Seasons shall be irrelevant.
(b) ‘Federation Trained Player’: a player who, for any 3 full Seasons before the end of the Season in which he ceases to be eligible by age for Academy rugby league has been on one of the Club’s register or the register of another Club being a member of the same rugby league federation. For the avoidance of doubt if a player moves from one club’s register to another club’s register and there is a period of no more than 28 days in the Season (as defined) and any amount of the period between the 1 December and the day of the first League Match, Representative Match or Cup Tie (whichever is sooner) between being removed from one register and being registered with another club, consecutivity shall not be broken for the purposes of this clause.
(c) ‘Academy Junior’: a player who is eligible by age for Academy rugby league and who is on the Club’s Register.
B1:11C In the following seasons the numbers in B1:11A above shall be amended to:
(a) Season 2008: a maximum of 10 players who satisfy none of the definitions of Club Trained Players, Federation Trained Players from the Club’s own federation or Academy Junior and a minimum of 5 Club Trained Players or Academy Juniors;
(b) Season 2009: a maximum of 8 players who satisfy none of the definitions of Club Trained Players, Federation Trained Players from the Club’s own federation or Academy Junior and a minimum of 6 Club Trained Players or Academy Juniors
(c) Season 2010: a maximum of 6 players who satisfy none of the definitions of Club Trained Players, Federation Trained Players from the Club’s own federation or Academy Junior and a minimum of 7 Club Trained Players or Academy Juniors'"
