One thing is for sure I know more about rugby in Hull than you know about us and Cas sharing a ground. And fwiw I know as much as I want to know about about RL in Hull and thats sod all, which clearly leaves you at a disadvantage concerning us and Cas, having said that its good to have a different point of view on the subject.

what is 'a build programme'? surely that's already started when you apply for planning permission. I would have preferred "the building will/is expected/planned to start in spring 2011" but those words are good too.

Lets not forget RW did say funds are there for a 13,000 stadium.
We were looking at a 15,000.
Also he did say we might have to start with either 2/3 side to begin with.

Has the issue of not owning the access land to the Cas site been resolved?

The last I heard was the plea from Cas to WMDC for them to force a purchase via CPO - with the council paying!!

What is worse? Making a definitive statement of when it will begin and then realising it won't begin on that date or leaving it open so then people don't expect too much by it - it's only a rough estimate.

You're wrong. CPOs were asked for with Waystone paying, not the Council.

So what is the time frame for a CPO?

As I understand the owners of the land value it at considerbly more than Waystone do; it is obviously a potential goldmine for the owners.

Absolutely, no idea. Who knows whether it's been resolved or not? Either way, Waystone will be doing more than just the stadium so I'm sure they'll pay for it regardless.

That's a very weak business position to be in, especially when you already have a finite budget.

If the owners of the land know that you must have it, they will take the developer to the cleaners - this is why they wanted CPO, as it would be a fixed price based on rateable value, not development value.

It's not an area that I have much knowledge about so I can't really say.

Can anyone explain the Cas statement for me.

What does the guarantee actually mean? Did this arrangement not exist before? I assumed that as Cas have been aiming to sort the stadium at GH for a long time now that the actual land would have been sorted?

If he believes the building work will start in Spring 2011 then just say 'we expect building work to start in spring 2011'. Then if it is subsequently delayed for some reason, explain those reasons.
If he really has no idea when or if it will start why bother to give a date? What is the point in saying something so vague and meaningless? Cas fans now expect building to start in Spring 2011 despite the fact that he didn't actually say that.

Sorry, rant over, it's just a pet hate of mine.

The land to to be CPO'd is a few square metres of grass verges in front of B&Q, The Ford dealership, and behind Mc Donalds and Pizza Hut . The Council resolved to use their powers to persue CPO's at no cost to the council. The cost will be refundable by the Waystone.
Don't forget that this is not just to facilitate the stadium but all the rest of the surrounding development in the Waystone Scheme.

I don't buy that. What you describe could hardly be called an "onerous" task!
