Putting in place, rules to ensure that clubs properly invest in their own academies and produce specified numbers of their own players would be a positive.
However, reducing the cap, which, taking into account inflation, has gone backwards massively since it was set, would be wrong.
Also, I agree that we only seem to see overseas players coming to the end of their careers but, given that any players based over here, miss out on Origin and perhaps International call ups, , not to mention the substantially higher cap in the NRL, how on earth would we (the sport) attract ANY decent imports.
A reduced cap would mean going even further down the shaft in terms of overseas players.
There should certainly be something in place to ensure that any promoted side is running their own academy, perhaps with 12 months grace.
With how little there is in The Championship, in terms of SL viable clubs, the sensible option would be to increase SL to 14 and promote Leigh and Fev but, this would necessitate an increase in TV funding, which seems unlikely (unless Channel 4 step in
