You are talking about the promotion season 3 or 4 years later. Hull KR were already in the lower divisions at the creation of Super League.

However, what should never happen is, moving the goalposts, mid season, to the benefit of ANY club or to the detriment of any club(s).

Our sport still has no short, medium or long term plan on how to maximise investment or, spread the footprint of the game, which is just bloody ridiculous. We just bump from crisis to gimmick, to crisis and keep tinkering with the structure in the expectation that everything will suddenly flourish and guess what, it doesn't.

Although franchising had many, many faults, it did see the number of British players playing for each club increase.

However, ultimately, it's a numbers thing and getting and keeping juniors in the game is the most important thing.
There should be a clear strategy for this.

The Salary Cap needs to be changed, so that the focus is on clubs providing players via their own Academy.

This would remove the attraction of teams importing overseas players, a lot of whom are over 30 and not that committed to playing here.

Putting in place, rules to ensure that clubs properly invest in their own academies and produce specified numbers of their own players would be a positive.
However, reducing the cap, which, taking into account inflation, has gone backwards massively since it was set, would be wrong.
Also, I agree that we only seem to see overseas players coming to the end of their careers but, given that any players based over here, miss out on Origin and perhaps International call ups, , not to mention the substantially higher cap in the NRL, how on earth would we (the sport) attract ANY decent imports.

A reduced cap would mean going even further down the shaft in terms of overseas players.

There should certainly be something in place to ensure that any promoted side is running their own academy, perhaps with 12 months grace.

With how little there is in The Championship, in terms of SL viable clubs, the sensible option would be to increase SL to 14 and promote Leigh and Fev but, this would necessitate an increase in TV funding, which seems unlikely (unless Channel 4 step in

- their coverage is better than Sky or the BBC)
