The facemask caused the fumble.

Rodgers was not running and was still acting as a passer. Therefore the rules are slightly different (would still be a penalty for conventional facemask) but as a QB the defence are not allowed to hit Rodgers above the shoulders before during or after the play. That is even the case if you rule that the facemask came after the fumble as it definately occured prior to them recovering the ball.
