You are correct but it was much simpler with the Sheffield one, the VR decided that the player would have touched the ball down.
This recent one throws up too many possibilities for failing to score the try:- forward pass, knock-on, tackled, etc basically it was too far from the tryline to give a penalty try.
It will always be a judgement on the day rather than a hard and fast rule.

Your clarification with judgement call was my understanding, the judgement on this being he was unlikely to score, same as the Hill decision and the PT were judgement calls. Of course judgement calls lead to allegations of cheating whenever Scummings is around can't they, due to his dislike of some clubs/fans which becomes transparent with his lack of consistency.
