Not necessarily. There is still a max percentage of relevant income allowable for all teams up to a maximum amount. So if relevant income is low, then you can soon run out of space. I also know a current Sheffield player was in discussion with leigh a few seasons back and he was on a big contract that leigh couldn't match. Wasn't it only a few weeks ago the club emailed the rfl for an increase on our cap to extend it for Brierley which they agreed, albeit after the leaving story was broke on sky. Would be strange if a couple of weeks after they had an issue with it.
