It is too simplistic to simply look at output. Having certificated coaches is important, because it ensures 'best practice' across the clubs. Also the players welfare is also very important, they need to be supported educationally and financially, and clubs need a strategic plan against which they benchmark progress. All these aspects are important, but if you score the prime objective very low (producing top class talent) and overscore how polite and well-mannered your youngsters are, you get an accreditation system which nobody has any faith in, and which they ignore as irrelevant.
