Yes, and a telling fact about this is that young English players hardly ever get picked up by clubs on the continent. All the big clubs have their fingers in various youth markets, the French are all over Africa, the Spanish and Portuguese are all over South America, the Dutch and Italian clubs scout from everywhere. Nobody picks up English players though, partly they don't travel well at a young age, but also I reckon the bottom line is the quality isn't there.
The attitude is also not very good from young English players now, when you read the books of guys like Lineker and Shearer, when they were apprentices they were nobodies, being paid about £20 a week, cleaning the senior players' boots etc. Now the lads who are on the books of professional clubs act like they are superstars while they are still at school, they have low-level wannabe WAGs hanging round them, they self-promote themselves on their facebook and twitter sites.
