My issue, not just in this situation but in general, is this idea that if a player makes a token gesture to put his arms out then all is OK. Waving arms about whilst hitting the opponent with the shoulder isn't the same as attempting to make a tackle. Had Clubb actually tried to tackle with his arms in that position then he would almost certainly have committed a high tackle and probably a particularly bad one.
