[i9. In section 195 of the Act (general exceptions: sport), after subsection (6) insert—
“(7) A person does not contravene this Act, so far as relating to age discrimination, only by doing anything in relation to the participation of another as a competitor in an age-banded activity if it is necessary to do so—
(a)to secure in relation to the activity fair competition or the safety of competitors,
(b)to comply with the rules of a national or international competition, or
(c)to increase participation in that activity.

What he is proposing doesn't cover any of the above. It's effectively a public policy exemption to increase participation/to facilitate international competition. i.e. you can have an age limit if you're a gymnast or you can say "an 80 year old can't compete in the 100 metres".
He's talking about a policy whereby Warrington would decide "we're not giving anyone a contract if they are 31 or above". That is unlawful.
