For many decades Rugby League clubs were almost entirely funded by the licensed Leagues club. AFL or VFL clubs relied solely on gate receipts so they spent much more time and effort on getting bums on seats than the NSWRL did. They had to because pokies were banned in Victoria until fairly recently.

Also, Sydney has never, ever had the same cultural tie to any sport than Melbourne has to AFL/VFL. In their case, it was the only Winter sport, apart from Soccer, for over 100 years. that has never, ever been the same in Sydney. Rugby Union has always had a foothold of varying size.

You don't make cultural change in one generation.

The AFL have a 40 or 50 year headstart on the NRL as far as attendances go.

So, someone who follows, for example, Liverpool FC from Australia can't be a true fan?
