I think that the RFL want financially viable and sustainable clubs, that meet a minimum standard set for a competition, regardless of their location and/or history.

about VISA's , Championship expansion clubs need probably very similar help to heartland Championship clubs , maybe thats why the new expansion clubs in the Championship are struggling just like the rest

Yes those naughty players , but as I said , they should have got help from somewhere , maybe UKBA , then they wouldn't have got into the ' bother ' they did , and also the Celtic Crusaders wouldn't have got into SL either , would they ?

We assume the players filled in their own VISA applications , if they had consulted UKBA , they would most likely have been refused , therefore they would not have been able to play for the Celtic Crusaders in NL 2 , and it would have been unlikely that the Celtic crusaders would have got promoted and have been in a position to apply for a Licence
