Without the long-running speculation and hearsay surrounding Barrow and their recruitment policy, do you think the RFL would have felt the need to investigate? Would it necessarily have been reported to the RFL had there not been a lingering suspicion for some time?

I think it was more to do with official complaints than speculation and hear say from fans.

And where do you think the motivation came from to make those official complaints? It's obviously been proven that the rumours weren't without foundation and if anything didn't even begin to tell the full story!

Personally we can go around in circles talking about this but I think the time frame involved suggests the (correct) speculation of some of the fans had little to do with it in the end.
