If you read the article properly you will see that the RFL dealt directly with HMRC , so no funds were ' advanced ' to Leigh Centurions , HMRC would not accept a ' promise to pay ' from the club , they didi however accept a ' promise to pay ' from the RFL

The RFL can't guarantee what this consortium are asking for, thats for 2 years of franchise, otherwise they will have to do the same for the other 13 clubs.

This period of 3 franchise is not guaranteed to any club.
