You have to do a whole lot more than meet those minimum standards. If your bid doesnt excel anyway, then you wont get it. If you are worried about scraping through the minimum standards you may aswell not bother.

What you seem to have backtracked towards is your (deliberate) confusion over whether or not this technical breach will immediately discount Leigh applying. Which only brings us back to J.C's original statement "give me proof as to why that should happen"
