Yes. A Challenge Cup game between Lancaster and Morecambe in the early part of the 20th century ended 0-0. They were both professional Northern Union clubs at the time.

I think the lowest scoring game I've ever been to was back in 1998/1999 which was Widnes 3-0 Sheffield.
