It's equally as much in Lancashire as anywhere like Wigan is. It's in Lancashire in proper counties, but Cumbria in administrative counties. Hard to see anyone attached to administrative counties as they change all the time, just this year Cheshire got abolished officially and most major towns are stand alone not in any county
