I, as a Salford fan, cringed when I read it. But he hasn't said anoyone has cheated the cap has he? He's said he'll use inventive ways to get round the cap if he has to - like other clubs have done. That's far from accusing other clubs of cheating. As far as I can see, paying a players wife £50k to clean the club shop isn't in breach of salary cap rules and no club could be done for it. Unless of course, there was a rule that no spouse of a member of the playing staff could work for the club. I'd like to see that stand up in court though!!
I think Koukash, from what I've seen and heard, wants to make the club self sustainable - build the academy, appoint the right staff etc - as the fans of the big clubs say it "should be done". But to have that you need a decent supporter base which Salford haven't got - and is what the same fans who think Salford should build slowly lament the club for. The best way to build up a supporter base is success, there's no ifs or buts about it. If he took the long haul approach and tried to build organically, the supporters would stay away. What he needs is a big outlay for 2014 to get the first team to a competitive level and the fans in. This would give the club a solid base to build from. Rightly or wrongly, that's where he's coming from. His argument to the RFL would be that for Salford to be successful, they need to spend more than other teams to get them up to speed. However, I seriously doubt he believes Salford would get dispensation for having a couple of quid now. He's just positioning himself and Salford in the media as the hard done to club, it's all spin.
I don't agree with how he's spouting off in the media, but he saved our club, so I'll cut him some slack.
