Eric Perez bought the Hemel licence so he could set up the new Ottawa club.He talked about Ottawa been ran on an entirely different business model to the way Toronto were ran.There wouldn't be shed loads of cash been thrown at it just a slow build so they could slowly make progress up through the divisions over a number of years.
