Yes all the shouting is a nightmare for me as I like to listen to Radio 3 on the wireless while I watch the game. How can I appreciate chamber music with all that noise in the background?

Indeed it is not; always provided that the suggestion is made in a pleasant and conversational manner. A suitable form of words might be "I say, old boy, is it perchance the case that the honourable official does, in his leisure time, engage in acts of an onanistic nature?"

In the case of Mr Child, obviously a significantly more robust approach would be quite in order.
