In the Guardians report of the Press Conference held today by RFL to explain various decisions made by RFL in Bradfords Admin/Liquidization, Ralph Rimmer is quoted as saying"When we got red flags with Bradford, which was around July, we put the club into special measures, which essentially means you can't sign players".
I dont think info was ever released - I certainly cannot recall it. How can RFL keep something like this to themselves. Surely supporters, suppliers, creditors etc are entitled to know what is going on.
I am stunned that this was kept a secret but it goes a long way to explaining other decisions made by RFL without consuling Clubs who are members of RFL.

Surely we signed player S around this time, and anyway there was a transfer deadline early July wasn't there? Is this the RFLs contribution stop a club signing players after a transfer deadline passes!

They definitely put the club into special measures. But they had to keep it quiet so they didn't tell the club.
This is the biggest load of c r a p I have heard. Are they really saying that we thought they were in trouble but we allowed them to take money off of people for season tickets even so. These people are either dishonest (which I doubt) or TOTALLY incompetent. Only the RFL could say we thought they were in trouble but did sod all.

They must have told the club. There's no putting a reign on something and then not holding on to it. Well, clearly there is. But even the RFL haven't invented a new category for it.
And in fact, when you consider the timings, everything falls into place. Four days after Fev, i.e end of July, the Winding Up order was made public. We speculated at the time that that game was a response to that actually happening. Seems as likely as not now that game was a response to that actually happening and special measures coming to town.
What they're saying is those season tickets were sold to fans, effectively fraudulently, with the full knowledge of everyone. There isn't anyone in the management of the game who wasn't cool with it. And they would like to persuade you of your support with the same quality of platitudes delivered in all the other incarnations of disaster to befall us.

Trying to put this tactfully, if a club is the target of yet another HMRC winding-up petition, yet you need Nigel Wood to tell you things ain't rosy, then you probably shouldn't be trusted with your own piggy bank.
So far as season tickets are concerned, the one thing Green said which seems to have come true is they will be honoured. So I can't see how it's fraud. Just that what you'll be getting is a bit of an Asda-stylee substitution. Didn't you tick the "no substitutes" box?

As well as the likes of Phil Joseph, Iliess Macani, Jon Magrin, Alex Foster etc.
The only thing that makes sense is they weren't "technically" signed until December 1st, so perhaps they were announced but couldn't be registered fully until the special measures were rescinded? And we never got to that stage as admin kicked in before that date.
But I'm guessing. Because the whole saga makes very very little sense. |

That would still mean the RFL had to accept their registrations at a time the club were in special measures and also the administrator would not have been obligated to pay their wages from 1st Dec as club already in admin
I think the RFfL were incompetent in allowing the signings or this talk of special measures is BS |

Correct. Rimmer also said "We looked at their projected player spend for 2017 and said they needed to get it down and they needed to make trades but they couldnt do that without us knowing about it. The rules are the rules;I dont think we need to change but I understand all the pain this has caused."
Nothing about this in T&A, Yorks Post, League Weekly etc etc. |

The Aquis Gold Coast Titans can confirm that Lachlan Burr has accepted a one-year deal to play in England for the Bradford Bulls.
The 24-year-old has spent the last two seasons here on the Gold Coast and after his current deal had expired, the Revesby Heights junior was uncertain as to where his future would be spent.
Burr will link up with former Titans Assistant Coach Rohan Smith who is now in charge at Bradford and the back rower is looking forward to the experience.
“It’s going to be life changing and a good experience,” Burr said.
“I’m pretty excited about joining the Bulls, even just to move to another country and experience that and the footie as well.
“It’s going to be a different kind of footy which I’m looking forward to. It’s a chance to work under Rohan again as Head Coach and it’s something I’m excited for.
“I always liked Rohan as a coach at the Titans. He’s a good coach and when I heard he was interested and wanted me to come over, it definitely drove me towards coming to the Bulls.
“At this stage I definitely want to stay in the middle – lock position, preferably. I want to work on being an 80-minute lock and if I can do that then I’ll be pretty happy.”
Burr made 14 appearances for the Titans over his two-year stint and also played an integral part in the Burleigh Bears Intrust Super Cup Premiership this season.

The recruitment ban didn't last long!. The RFL then sat back and watched the Bulls spend money they knew they didn't have
This is surely conflict of interest. That Odsal lease is blinding the RFL from making any correct decisions regarding Bradford .

I'd guess we agreed a reduced acceptable cap spend for coming season with RFL and were allowed to sign players that wouldn't take us over that level. Our overall salary bill was reduced significantly with departures of a lot of high earners like Gaskell,Purtell,Ferguson clough etc and players they were being replaced by looked cheaper options. But this wouldn't have kicked in until December wage bill.

Isn't it conceivable that Green basically just flouted the rules, thinking he'd get away with avoiding payment to HMRC? I'm sure some of the signings weren't even 'official' anyway, despite the announcements made.

To be honest the whole notion of 'special measures' (never previously even mentioned) sounds like an attempt by the RFL to cover their ass.
How can we possibly be told, in July, that we 'can't sign players' - but then be allowed to sign Jason Walton on September 2nd, Phil Joseph on October 6th, and Laclan Burr on October 27th?
It just doesn't hang together. It seems like the RFL just made this up to make themselves look tough at a press conference whilst hoping that nobody would go away and do a little Google research (which is all I just did)

When they were signed/registered with the rfl and when they were announced might well be many weeks apart. |

I think the RFL defence would be that while Bulls had agreed contracts with them, the RFL hadn't accepted the contract to be registered and therefore hadn't transferred the player registration.

I had it on good authority that the team which started preseason was put together for £500-£600k less than the bloated squad which finished last season. So RS had already overhauled the squad he'd inherited and got the spend down. Thats a lot of cloth cutting, the downside was the financial damage had been done already. |
