No. There are two developments on that site: Tesco, and us. I presume they will both be using the roundabout? Therefore, in order for either or both developments to begin, the roundabout and entrance roads need to be completed, and that was the task of the council. That isn't a sign that our development is about to begin. It could simply be that the council are doing their part and that either Tesco is about to start work on their development or it could all go quiet again.
Not splitting hairs at all. Just stating the obvious really.

I understand what he said. I speak English, as he does. The only difference in that speech as opposed to others is that he stated a contractor has been appointed. We've had 'soon' before but it hasn't turned out to be 'soon'. And contractors were supposed to have been appointed by November last year, according to announcements last year.
You're getting boring too. You are repeating the same mantra without actually reading what I'm writing. My issue isn't with McManus. It's with the unreliability of Saints' announcements.
To finish: when it happens, my faith in Saints' announcements will be restored. Until then, I remain skeptical, even if it had been God Himself who had said those words.

To be fair you seem to be doing that too!! We all understand you don't believe the club at the moment.
One thing i do agree on is that its the council doing the infrastructure works etc.. But unless they believe that there are no problems with the project would they spend the money and time doing it? No of course they wouldn't, and Tesco can't open without providing funding to complete the stadium should any holes in the finances appear in between.

The builders options to "value engineer" as you put it can be minimised by the strict use of contractual terms.
Please do not judge Saints by the standards that Warrington set in the construction of the Halliwell Jones. That really was a bargain basement build.'"
Having worked in construction for nearly twenty years, all the experienced gained in that time does not enable me to make any sense of those comments.
I would go further by saying you haven't got a bloody clue what you are on about. As of this time, with reducing borrowing and general fiscal tightening, value engineering is one of the key drivers to getting any scheme on site. The only 'contractual term' which prohibits change is the planning application drawings, which casts in stone the size, shape and general external aesthetics of a scheme. Everything thereafter is fair game.

They have to do it for Tesco as well as Saints. I don't know where the Tesco development is up to, do you? But if it's all ready to go then they will need the infrastructure works completed to enable them to get on to the site, won't they?
Tesco aren't providing any funding towards the stadium. Only Saints are funding the stadium.

The Salford stadium work is reported to have started, and that construction/design was scaled down and they are saying 2012!

Salford havent even got planning permission to build a stadium yet.
All they are doing is moving mud on a field. This is to give fools (eg the RFL) the impression of a stadium being built.
Check on Salford planning portal however and you will see that the planning application to build a stadium is yet to be approved.

Why not?
A 50-60 weeks build period for a stadium, is more than reasonable.

Outline planning permission has been granted, I have no doubts with Piel Holdings, look at the job they did on The Trafford Centre! are you just trying to be gloomy about another rugby league club for the sake of it?

Outline is not full planning permission.
They have to go through the full bureaucratic process and fulfill any preconditions the council set before construction commences.
Hence Salford can look forward to having to do surveys for Foxes dens and Badger sets and birds nests etc.
In addition they need to submit acceptable traffic surveys and travel plans.
This all takes time, as has been shown by the slow progress at Saints.
Hence why Salford are talking about a 2012 completion date.

Having a daily view of the works underway at Salford's ground then absolutely guaranteed that they will not be doing any further surveys for newts etc. The Site is cleared and before those works go ahead the surveys have to be done.
If you have outline planning you will just make a discharge of conditions submission to fulfil planning requirements.

Sorry but that isn't true. Outline planning only approves in principle building a stadium on that piece of land. Once outline permission is granted, you have to submit a further full planning application (if you want the technical term its called a reserved matters application) before full permission is approved. As far as i know that is what Castleford now need to do before they can progress any further with their proposed stadium. I thought however that Salford had now submitted an application for full planning permission as the design and stadium details have changed significantly. Whichever type of application they have submitted it will come with conditions that will have to be subsequently discharged in the exact same way as the Saints application before any building works can start.

Thanks for correcting me. You have to give Salford credit though it's one hell of a 3D CGI fly-through they've erected on the site to give the impression to everybody driving over Barton Viaduct on the M60 the impression that works have started. It certainly puts Gruntfuttock's photos to shame.
I will try to spot the joins in the screens on my way past tonight.
ps a reserved matters application is not a full planning application of you want to be picky on terminology. It is a application to discharge the conditions contained in the outline permission. You are not applying for permission as you already have it.
