its not confusing at all,pretty straight forward to me.
now if the question was ,is it a good idea to have a top 8 ? or are we a laughing stock for having a competition where you pick your opponents? or are the weekly rounds just a warm up for the play offs?,well you might get some reasoned debate.
my view,team that finishes top are champions,if we have to have a play off system,get back to top 5.
