Your Chrome will have cached the image, and stored it on your machine to stop it having to download it each time.
The reason that you could see it in IE is that you won't have visited the site in a while, and so IE automatically downloaded the image again.
Hitting refresh doesn't always work for images. Press Ctrl + F5 should do it. If that doesn't work, then click the spanner in the top right hand corner, then select Options, on the page that opens, select under the bonnet, and click the clear browsing history button in the privacy section.
That also has the bonus of removing any illicit material you may view over the years
