Now there's too important weasel words here:
"player budget" that does not equal wage bill a more normal interpretation would be that it means wages and fees (whether for loans or signings).
"committed" means its a projection for the whole season but we already know that they're trying to get rid of some players. (Also it seems likely this projection doesn't include Howson's sale as it wasn't completed at the time that was written)
Also 11m is not "more than enough" at championship level - in 2009/2010 (the last year for which championship clubs accounts are publicly) 18 out of 24 Championship clubs had wage bills ([unot[/u "player budgets"icon_wink.gif of over 12m.
