if i was a cas fan, i think i might be concerned that where they are supposedly building the new ground, they have started topsoiling the area. may just be temporary landscape, i don't know.

top soiling means laying new topsoil over excavated material or re dressing excavated areas. as i said maybe temporary landscaping. the usual description for removing topsoil is excavate and cart away topsoil. but please yourself

No it isn't, another definition of top soiling for you:

"To remove the surface layer of soil from (land)."

And that has been done because weeds etc have been growing on the area where the build will be.
